This is surprising; I guess I'll have to install TeX on my Windows
system in order to see if I can find the problem...

Well, I've downloaded Sivan Toledo's package and I'll see if the
free fonts from there can be forced into the same encoding as the
Culmus fonts. I'll give it a shot, but it will probably take me a
while.
